open your photoshop
(aye pake PS CS3) 

Step 2

open your photo lalu duplicate (lebih mudah ketik Ctrl+J)
(aye pake poto Yuri SNSD)

Step 3

filter > blur > surface blur

 atur seperti gambar

Step 4
download dulu gih brush nyaa Aomori hair brush

Step 5

create new layer

 
Step6

atur warnanya,sesuaikan dengan warna rambut si model

 atur juga opacity and flow brushnya
opacity : 35
flow : 20

Step7

kreasikan brush semaumu
asal sesuai !
